This report maps the evolving AI policy and governance landscapes of Kenya, Rwanda, Tanzania, and Uganda, examining each country’s national vision and strategic direction, legal and institutional architecture, and data governance and ecosystem readiness. Through a qualitative review of policies, legislation, institutional publications, and relevant research, it traces the different pathways by which the four countries are developing AI strategies, regulatory arrangements, sectoral initiatives, and implementation structures. Without ranking the countries, the report establishes a regional baseline for tracking policy developments over time and considers how institutional coordination, technical capacity, data governance and emerging East African cooperation are shaping the region’s AI policy trajectory.
