
Stella Murungi is a seasoned ICT professional with a decade of experience in technology, strategic partnerships, and IT project management. She currently serves as the Chief Digital Officer at the Ministry of Justice, Rwanda. Stella previously advised the Rwanda Utilities Regulatory Authority on regional ICT policies, including the One Network Area, cybersecurity, and the Single Digital Market.
Her prior work includes implementing national ICT in education policies, managing software projects in governance, banking, and health, and serving as Software Product Manager at Pivot Access Ltd. She also played a foundational role in establishing the Rwanda office of the Norrsken Foundation, a Swedish impact entrepreneurship organization.
Stella holds a Master of Science in Electrical and Communications Engineering from the Technical University of Kaiserslautern, Germany. She is also a published author of *The Adventures of Feza*, an educational children’s book about robotics, and is an active member of Girls in ICT Rwanda. Stella is deeply committed to accelerating technology adoption and inspiring the next generation of African innovators.
